Key Responsibilities:


  • To design disbursement and financial reporting procedures and templates for
    the Management Unit and project implementing partners;
  • to train implementing partners in using financial reporting procedures and
    templates properly and timely;
  • to prepare requests for disbursement by the Trustee; to assure financial
    reporting to Fund stakeholders, Trustee and Auditors is accurate and updated; to
    draft the Fund’s annual or semiannual budgets;
  • to assure full compliance with KfW’s applicable policies and procedures,
    which may be amended from time to time, including its framework to prevent and
    combat fraud and corruption, money laundering and applicable OECD Financial
    Action Task Force (FATF) 40 recommendations for financial institutions, as well
    as screening procedures to prevent the use of the financial sanction program
    provided by the United Nations (UN) and KfW’s resources to finance terrorist
    activity, and to implement, maintain and, if necessary, improve its internal
    standards and guidelines to avoid being abused as a vehicle for money-laundering
    and/or drug trafficking and to freeze financial assets of individuals and groups
    if those assets show any indication of money laundering;
  • to ensure full compliance with EU- and UN-embargo rules, and to promptly
    make available all information and documents concerning compliance to the

Minimum qualifications:


  • Expert with an international professional background obtained in long-term
    assignments outside his country and region of origin
  • Good knowledge of financial management rules and procedures of at least one
    major donor, such as The Worldbank, the UN or KfW, including anti-money
    laundering and terrorism financing standards of OECD Financial Action Task Force
    (FATF) for financial institutions and EU- and UN-embargo rules on Syria
  • Knowledge and experience in budgeting
  • At least 5 years of experience as Senior Financial Officer of major
    donor-financed emergency aid and/or development operations in developing
  • At least 5 years of experience in implementing the financial management and
    reporting mechanisms in a major donor-financed emergency aid and/or development
    operation in a developing country
  • Ability and preparedness to share knowledge with and train personnel in
    financial management procedures and techniques
  • Ability and readiness to work and live in an off-capital environment on the
    Turkish-Syrian border
  • Fluency in spoken and written English


Additional advantages:


  • Knowledge of funding mechanisms, procedures and reporting requirements of
    major donor institutions
  • Knowledge of the social, political and cultural context of Syria
  • Experience in working in Syria and/or neighboring countries
  • Working knowledge of Arabic and/or any other language of Fund
Other Information

The project management unit will be located close to the Syrian
border in Southern Turkey. It may later be transferred to Syria, subject to the
prevailing security and operational conditions.
